The 22nd Informal Meeting of APEC Leaders was Held in Beijing


   The 22nd Informal Meeting of APEC Leaders was held in Yanxi Lake International Conference Center, Beijing Huairou District on November 11th. All Leaders exchanged in-depth views about "Establishing Asia-Pacific future oriented partnerships together" and discussed grand plans for the regional economic cooperation and reached broad agreements.
   APEC is the highest, broadest and most influential economic mechanism in Asia Pacific regions. Its purpose is to build a dynamic, harmonious win-win Asia Pacific big family through promoting free and open trade investments, deepening regional economic integration, strengthening economic and technological cooperation, and improving business environment. The activities on that day were considered the highest level achievements of the 2014 APEC Meeting Week. Leaders and representatives of APEC economies gathered in the Yanxi Lake to seek common development strategies in the Asia Pacific regions. The participants arrived at the conference center after 9am, Chairman Xi Jinping shook hands with each one of them. At 9:40am, President Xi Jinping started giving his speech.
   President Xi emphasized in his speech that facing the new situation, the Asia Pacific economies should move forward towards regional economic integration, create an open Asia Pacific structure which encourages development innovation, linkage growth and merged interests. They should build Asia Pacific win-win relationships by mutual trusts, tolerance and cooperation to inject new energy to the development of economy in the Asia Pacific regions.
   Xi Jinping had four proposals
   Firstly, to build common development visions together, to put these common visions—activate the process of building Asia Pacific Free Trade Zone, carry forward mutual linkage and communications, and seek for innovation developments-- into actions. Secondly, to cope with international challenges together and appropriately tackle global problems including epidemics, food safety and energy safety problems etc. Thirdly, to build a cooperation platform together and make APEC a policy platform of driving forward integration and strengthening experience exchanges, an open platform of anti trade-protectionism, a development platform of deepening economic and technological cooperation, and a joint platform for advancing linkage and communication. China will donate 10 million US dollars to support APEC mechanism and capacity-building and to embark on pragmatic cooperation in various fields. Fourthly, to seek for mutual development opportunities, increase capital and technical support for developing members, enhance interaction effects, and realize mutual developments. In the coming 3 years, Chinese government will provide 1,500 training placements to APEC developing members for the capacity-building projects in the field of trades and investments etc.
   Xi also pointed out that "One flower does not make spring; one scattered goose cannot make his journey". Let us take off again from Beijing Yanxi Lake (Yanxi lake means the resting goose lake) and lead world economy to fly towards vast and blue sky.
   The conference concluded at 4pm. Xi Jinping gave closing speech and summarized for the whole conference. He pointed out that all members reviewed on the history achievements and precious experiences of APEC, prospected the wishes and directions of the Asia Pacific's long term development, had enthusiastic and fruitful discussions about the theme of this conference, and reached a number of important consensus, which include: greatly strengthening relationships of Asia Pacific partners; push forward regional economic integration and activate the process of Asia Pacific Free Trade Zone; approved important cooperation proposals of global value chain, supply chain, capacity-buildings etc.; supported multilateral trading system, accelerated the early conclusion of Doha Round negotiation; speeded up the process of innovation and reform; explored development paths and models that suit to each member's situation, and increased mutual learning and communication; enhanced comprehensive infrastructure and interactive constructions; expanded pragmatic cooperation in infrastructure investments; jointly coped with global challenges.
   The meeting issued a "Beijing Agenda for an Integrated, Innovative and Interconnected Asia-Pacific" and "Shaping the Future through Asia-Pacific Partnership Statement on the 25th anniversary of APEC".
   Since its inception, particularly after the informal meeting of leaders become fixed mechanism, APEC has continued to make progress in promoting regional trade and investment liberalization and facilitation as well as it has played a positive role in promoting global and regional economic growth.
